I needed three water sources on this map to create the three different rivers but it took me ages of trial and error to find the right balance of flow for each river to create its own flow and go over a waterfall without their combined flows being too much as to flood the lower map. Have a look at the map below - one of my earlier iterations of Yosemite Park. if you place a blob at altitude then and create a river which either a) flows into the sea or b) flows off the map then it will continue to flow and the number becomes more of a measure of strength. For example, if you placed that blob in the middle of a basin with a number of 30 then it would create a lake whose depth was 30 "points" higher than the blob itself. Consider the water cylinder thingimabob you plop as a water source and the number represents how deep the water will be once that water source flows to its lowest point.
